Screening a vessel and its counterparties before the money moves

Screening is dated and repeatable, so the file stops resting on a check done at drawdown and never repeated

A financed vessel changes charterer, manager or trading pattern without the finance desk being told, and sanctions exposure arrives through the counterparty and the trade rather than through the borrower. The screening that was done at drawdown is the screening the file still holds, so a name added to a list after signing sits unchecked until a bank compliance query lands. If you finance or lease vessels, that is a desk in your own business.

What the work is

An agent screens each vessel by its identification number and each counterparty by name against the published sanctions and designation lists on a standing basis, records what was checked and when, and raises a match with the list entry and the reason it matched rather than a score. Every check leaves an entry in the file. In the Cabinet, ArkOne’s reference design for an executive agent, this is the Counsel seat: one of ten specialists the room can consult, each a name, a model and a set of instructions rather than a department.

The part of the design carrying the weight here is the watch, and the setting that governs it is stated once on the Register.

What it does not do

Whether a match is a true hit that stops a payment and triggers a report, because clearing or escalating a sanctions match is a decision the compliance officer signs their own name to. That is not a limitation of the software. It is the line the reference design draws on purpose, and a vendor who offers to move it is selling you something else.

What changes

Screening is dated and repeatable, so the file stops resting on a check done at drawdown and never repeated.

Take IMO number, designated vessel, beneficial owner into the demonstration and use them without explaining them. A vendor whose agent handles this work already knows those words; one who asks what they mean is showing you a system built for a different trade.

Assembly · the Seats

The Seat that owns this work gathers what it needs and drafts. This is the part a demonstration shows you, and it is the part that cannot break anything.

What you have at five: Screening is dated and repeatable, so the file stops resting on a check done at drawdown and never repeated

The hours are a shape, not a schedule. What is fixed is the order: nothing reaches a system you run before the Door, and nothing continues past the wait without a person.
