What the work is
An agent takes the voyage legs and the reported fuel consumption, works the allowance liability for the in-scope portion of each leg, applies the charter party’s cost allocation clause, and produces the charterer’s share with the legs and the consumption figures shown. It separates what is in scope from what is not. What it does not do

That is not a limitation of the software. It is the line the reference design draws on purpose, and a vendor who offers to move it is selling you something else.
