A vessel waits for a berth, and whether those hours count against laytime, run as demurrage or fall on the owner depends on the notice of readiness, the port custom and the laytime clause. The statement of facts comes from the port agent in a local format, so the laytime calculation is rebuilt by hand for every call and the same clause is read differently by two people on the same desk. If you finance or lease vessels, that is a desk in your own business.
What the work is
An agent reads the statement of facts and the notice of readiness, applies the charter party’s laytime terms including the exceptions it names, and produces the laytime statement with each period allocated and the clause behind the allocation. Contested periods are shown as contested rather than resolved. In the Cabinet, ArkOne’s reference design for an executive agent, this is the Operations seat: one of ten specialists the room can consult, each a name, a model and a set of instructions rather than a department.
The part of the design carrying the weight here is the table, and the setting that governs it is stated once on the Register.
What it does not do
Whether to press a demurrage claim on hours the charterer disputes, because the decision to bill a customer for waiting is commercial and the clause only tells you that you could. That is not a limitation of the software. It is the line the reference design draws on purpose, and a vendor who offers to move it is selling you something else.
What changes
The laytime statement is produced the same way on every call, with the clause shown beside each allocated period.
Take laytime, notice of readiness, demurrage into the demonstration and use them without explaining them. A vendor whose agent handles this work already knows those words; one who asks what they mean is showing you a system built for a different trade.

By evening
Drag the day. This work is owned by the Operations seat, and one hour of it is not the machine's to decide.
Assembly · the Seats
The Seat that owns this work gathers what it needs and drafts. This is the part a demonstration shows you, and it is the part that cannot break anything.
What you have at five: The laytime statement is produced the same way on every call, with the clause shown beside each allocated period
The hours are a shape, not a schedule. What is fixed is the order: nothing reaches a system you run before the Door, and nothing continues past the wait without a person.
