AI Readiness Is Not a Technology Question

Most organisations approaching enterprise AI frame readiness as a question of infrastructure and tooling. The evidence suggests it is primarily a question of process clarity, data governance, and decision architecture.

The sequence in which most organisations approach enterprise AI is consistent and consistently backwards. They select a platform. They fund an implementation. They hire for technical capability. Then, sometime during the programme — often during the second phase, after the pilot has succeeded and the production timeline is being discussed — they discover the organisational conditions that would have made the programme work were never in place.

This is not a story about bad technology or poor vendor selection. It is a story about what readiness actually requires and why most organisations misidentify it until it is expensive to do so.


01 — The Technology Bias in Readiness Assessment

When executives ask whether their organisation is ready to deploy AI, the answers they receive are almost always framed in infrastructure terms. Cloud architecture. Data pipeline maturity. Security posture. Model selection criteria. These are real questions. They are also the easiest questions to answer quickly, which creates a selection bias in the readiness work that gets done before programmes begin.

The Cisco AI Readiness Index scores organisations across five dimensions: infrastructure, data, talent, governance, and strategy. In its 2024 findings, only 13% of organisations qualified as AI “pacesetters” — those with the maturity to scale effectively. The distinguishing characteristic of that group was not infrastructure superiority. It was governance maturity: defined decision rights for AI, clear accountability structures, and process architectures that had been deliberately designed rather than inherited.

That 13% was four times more likely to move AI from pilot to production and 50% more likely to report measurable business value. The correlation between governance maturity and production success is not an incidental finding. It reflects the operational reality that AI, once deployed, requires ongoing human decisions that infrastructure cannot make.


02 — Process Clarity as the Binding Constraint

AI operates reliably within defined boundaries. It does not create those boundaries itself. The processes that AI will augment or replace are, in most enterprise environments, imprecisely documented — not because documentation was neglected, but because human workers absorb process ambiguity continuously, in real time, in ways that never needed to be made explicit.

Before AI can operate in a process, that process needs to be documented to a level of specificity that AI requires: explicit input specifications, bounded decision classes, defined exception handling, and clear escalation paths. In most organisations, this work has never been done for the processes considered for AI deployment, because there was never a reason to do it.

The cost of this gap is not theoretical. Deloitte’s AI adoption research found that organisations that redesigned their processes before AI deployment — rather than optimising the model to fit existing processes — outperformed those that did not by a factor of three on measurable ROI. The redesign is the work. The model is the beneficiary of it.


03 — Data Governance Before Data Volume

The instinct, when preparing an organisation for AI, is to address data volume. More data, better models. This logic is not wrong in principle. It is consistently wrong in practice, because the binding constraint in enterprise AI data is not quantity — it is quality and governance.

A model trained on large volumes of inconsistently labelled, poorly governed data produces outputs that are confidently wrong. Organisations with smaller, well-governed data assets produce more reliable AI outputs than organisations with larger, poorly governed ones. This finding appears across industries and modalities and is not controversial in the research literature. It is, however, frequently ignored in programme planning, because addressing data quality requires process change in upstream systems that is organisationally difficult and technically unglamorous.

The practical implication is straightforward: before investing in AI, invest in understanding the quality of the data the AI will consume — at the field level, in the source systems, against the specific use case. That assessment will tell you more about the likely success of the programme than any model benchmarking exercise.


04 — Decision Architecture and the Governance Gap

AI systems, in production, make decisions. Not recommendations — decisions, in the sense that their outputs directly trigger actions in downstream systems without human review. The governance question is not whether this is desirable in principle. It is whether the organisation has a framework that distinguishes the decision classes where autonomous AI action is acceptable from those where it is not — and has built that distinction into the system architecture.

Most organisations have not. They approach AI governance reactively, building frameworks in response to incidents rather than in anticipation of them. This is not a failure of intent. It is a failure of timing — governance work that should precede deployment being deferred until deployment has already occurred and deferral is no longer cost-free.

McKinsey’s 2025 analysis of high-performing AI organisations found that those with defined AI governance frameworks — specifying decision classes, escalation thresholds, and accountability structures — were significantly more likely to scale beyond pilot and significantly less likely to face production incidents requiring programme suspension. The framework is not a constraint on AI capability. It is the infrastructure that allows capability to be trusted at scale.


05 — The Readiness Assessment That Actually Predicts Success

A readiness assessment that focuses on infrastructure maturity will tell an organisation whether it has the technical prerequisites for AI. It will not tell the organisation whether it has the organisational conditions to make AI work.

The assessment dimensions that predict production success are:

Process documentation depth. Can the organisation document, to AI-compatible specificity, the processes it intends to deploy AI in? If not, process redesign is a programme prerequisite, not a post-deployment optimisation.

Data quality at the field level. Not data volume, not data warehouse maturity — the quality of the specific data fields the AI will consume, in the source systems, against the specific decision class. A field-level audit before programme funding is a fraction of the cost of discovering data quality problems after a model is in production.

Governance definition. Are decision rights for AI defined? Is there a framework that specifies where autonomous action is acceptable and where human oversight is required? Is there a named owner for that framework who has the authority to enforce it? If the answers are unclear, governance is a programme prerequisite.

Change management capacity. Does the organisation have the bandwidth to manage the change required for production AI — process redesign, role redefinition, training, and ongoing optimisation — at the pace the programme requires? Technology can be scaled more quickly than organisations can absorb change. The binding constraint in most programmes is organisational capacity, not technical capacity.


The organisations that invest in AI readiness before they invest in AI programmes do not necessarily move faster than those that do not. They move more predictably — with a clearer picture of what the programme requires, a more accurate cost estimate, and a governance structure capable of making production decisions when the pilot sponsor has moved on.

That predictability is not a luxury. It is the condition that allows boards to fund AI at scale, and CFOs to defend the investment. Getting there requires treating readiness as the serious organisational question it is — not as a checklist that clears the way for a technology decision that was already made.
