How do you decide whether to buy an AI tool or build a custom solution?

We're deciding between buying a specialist AI vendor's product or building our own using an API and some engineering resource. The buy option is faster and the vendor claims impressive results. The build option gives us more control and could be cheaper at scale. What framework do operational leaders use to make this call without it becoming a purely technical debate?
