The port agent sends a proforma disbursement account before the call and a final account after it, and the two rarely agree line for line. Terminal, towage, pilotage and agency items are re-described between the two documents, so the operations desk pays the final account because the total looks plausible rather than because the variances were understood. If you finance or lease vessels, that is a desk in your own business.

What the work is

An agent matches the final disbursement account to the proforma line by line, normalises the item descriptions so towage and pilotage are compared with their own counterparts, and lists every variance with the supporting voucher attached. Items with no proforma counterpart are separated out rather than absorbed. In the Cabinet, ArkOne’s reference design for an executive agent, this is the Finance seat: one of ten specialists the room can consult, each a name, a model and a set of instructions rather than a department.

The part of the design carrying the weight here is the table, and the setting that governs it is stated once on the Register.

What it does not do

Whether an unbudgeted item is queried with the agent or accepted as a local charge, because pushing back on a port agent the fleet uses every month is a relationship decision. That is not a limitation of the software. It is the line the reference design draws on purpose, and a vendor who offers to move it is selling you something else.
